The purpose of this note is to inform you of the upcoming launch of the 2012 cycle of the Survey of Staffing (SOS). The SOS is designed to reduce the overall reporting burden on organizations by capturing data for a variety of purposes, including the leading indicators used in the Departmental Staffing Accountability Report (DSAR) and to help organizations understand changes in perceptions of staffing in their own organization and in others.

Starting this year, to further reduce the overall reporting burden, the SOS will be administered as a single survey, combining both the candidate and manager components which were administered previously as separate surveys. Statistics Canada will administer the new SOS on behalf of the Public Service Commission (PSC) starting November 19, 2012.

Effective this cycle, the SOS will only cover organizations with 350 or more employees and that fall under the Public Service Employment Act. As in years past, the data from the survey is used for a number of PSC activities such as reporting on staffing values, non-candidacy political activities and inputting to DSAR indicators. Key survey findings will be reported in the PSC’s 2012-2013 Annual Report. As in the past, organizations will also have access to their key results on the PSC extranet.

Statistics Canada has already contacted all participating organizations regarding their need for employee contact information, which forms part of the sample frame of the SOS.
